Women continue to carry a disproportionate burden of unpaid care work in Canada and around the world, making it difficult to pursue decent work and educational opportunities, and often trapping them in poverty. The government has made some incremental progress toward meeting the goals of its Multilateral Framework for Early Learning and Child Care, having reached bilateral agreement with all the provinces and with First Nations, but much greater investments are needed to move toward an early learning and child care system that is affordable, accessible, inclusive and of high quality for all families in Canada.
