Aid agencies have been warning for months that West Africa was heading for another famine. Now, some 10 million people, mostly in Niger and Chad, are facing starvation. The CBC talks to Raphael Sindaye, the Deputy Regional Director for Oxfam in West Africa who is overseeing the agency's response to the crisis.
